While most of the world condemns and sanctions Russia for its war against Ukraine, Russia is planning to resuscitate its ailing indigenous semiconductor production, as it cannot receive chips from the normal suppliers. The country's new semiconductor strategy calls for a large investment over the next eight years, but the targets aren't exactly lofty. For example, whereas TSMC aims to reach 2nm by 2026, Russia aims to achieve 28nm indigenous chip manufacture by 2030. Although Russia's overall chip purchases amount for only 0.1 percent of the world total, the country's economic and technical progress would suffer as a result. TSMC, for example, manufactures the two most important CPUs in Russia, Baikal and Elbrus.

Since the outbreak of the current conflict between Ukraine and Russia, the Western camp has begun round after round of all-out sanctions against Russia. Amazingly, Russia, as a world class military power reserve power, Russia is not only not affected by the Western sanctions, but Russia still manages to launch new world class weapons batch after batch. Russia's basic industrial level is poor, and microelectronics technology has always been Russia's shortcomings. Russia launched these new world-class weapons, and the lack of world-class microelectronics technology and high-end chips. Russia also emphasizes self-reliance and basically does not use foreign components, and the West has banned the sale of high-end electronics to Russia. So how is it that Russia is able to produce world-class military weaponry without high-end chips? How did Russian scientists and technicians solve this problem?

Christof Franzen ist bergunerfahren und stellt sich der Herausforderung. Christof Franzen ist als Korrespondent viel in Russland herumgekommen. Immer wieder blieb sein Blick am Berg Elbrus hängen, der auf der legendären Liste der «seven summits» steht, den höchsten Gipfeln jedes Kontinents. Einmal im Leben wollte er auf dem Dach Europas und Russlands stehen. Und warum nicht jetzt, als Abschluss? Doch Christof Franzen ist kein Bergsteiger. Obwohl in den Walliser Bergen aufgewachsen, hat er noch nie einen Fuss auf 4000 Meter gesetzt. Doch nun will er es wissen. Alexey Shustrov, ein russischer Bergführer, führt den Journalisten ins ABC des Bergsteigens ein und klärt ihn über die Gefahren auf. So harmlos der erloschene Vulkan aussieht, so gefährlich kann er sein. Wetterumschläge kommen rasch, Menschen verirren sich, fallen in Gletscherspalten oder erfrieren. Und die politische Lage im Gebiet ist labil. Die Nähe zu Georgien und die Lage mitten im Kaukasus schaffen ein konfliktgeladenes Umfeld. Auch das spürt man. In den Tälern rund um den Elbrus trifft er während der Akklimatisierung russische Bergsteigerlegenden, erfährt von den goldenen Zeiten des Sowjet-Tourismus und von Wunderheilungen durch das Wasser des Berges. Hier ist schon der Weg zum Berg ein wahres Abenteuer. Und auch am Berg ist einiges los. Aus der ganzen Welt pilgern Menschen an den Elbrus. Was hier oben abgeht, hat sich Christof Franzen in seinen kühnsten Träumen nicht vorstellen können. Doch je näher der Gipfel rückt, desto mehr zweifelt er, ob das, was er sich in den Kopf gesetzt hatte, wirklich eine gute Idee war. Ob er es trotzdem bis zum Gipfel schafft? In late February 2022, Taiwan Semiconductor Manufacturing Company or TSMC announced that it would halt shipments to Russia per a new round of sanctions. The TSMC halt ended shipments from fabless companies like Baikal, MCST, Yadro and STC Module. Intel and AMD have stopped their shipments to Russia as well. In recent years, Russia has been looking to create their own supply of semiconductors. While there are some interesting domestic design successes, domestic capacity to manufacture those designs have been falling farther and farther behind. We find ourselves living in strange times.
